Should we move from Forms 3.0 to Forms 4.5 or Power Objects?

We're an Oracle shop that has been converting COBOL applications to Oracle using Forms 3.0 for about 4 years. We'd like to make the leap to GUI, but don't know whether we should go with Forms 4.5 (when it's available under VMS), or go with Power Builder.
