Personal Oracle 7 won't install

I just downloaded Personal Oracle 7 from the Oracle web site. I ran the .exe creating some 1100 files. When I run Orainst (or Setup or Winst) I get through giving the company name and selecting Developer install, but then almost immediately get "plus32.vrf(0): FILE_NOT_FOUND while verifying plus32" If I change the installation to Custom I get the same message but with different files depending on what I choose to install.

Does anyone know what is wrong?
