TO_DATE defaults to Current Month - Please Help!

When calling TO_DATE ("13:00:00", "HH:MM:SS") during an Oracle insert the YY:MM:DD fields are defaulting to the 1st of the current month. This is all very well until next month comes along - then all the update clauses stop working!

Does anybody know how to make Oracle use a fixed default for it's YY:MM:DD. We would love to use 01:01:00!
