Another possibility is role-based security: have you added them to the menu yet?
If so, turn it off - you probably havent got the roles defined in the DB yet, or not for the signin you are using. (If this is the problem, also ensure that you have run the appropriate scripts in the DB - FRM45SEC.SQL, from memory.) Lee
