Connecting to Oracle from CGI-script.

Hi.
I have a PRO C program that works just fine if I run it from command prompt
but fails when
I try to run it as CGI script. I have an error :
Unable to open message file(SQL-02113).
When I try to connect to Oracle by executing sqlplus with parameters I have
similar message :
Message file sp1<lang>.msb not found.
Does anybody know what does it mean and how to fix it?
