Ummmm. Where does it say that they are having "year 2000" problems specifically with Oracle ??? It seems as if they were just listing the software environment in general (which happens to include Oracle). Oracle in and of itself stores all 4 digits of the year portion of the date so your entire posting seems quite wrong despite the gratuitous plug you give your company.
If they forsee problems, they are most likely to be found in the algorithms (e.g. program code), not in the underlying storage. So even if the USDA was "fortunate" enough to use your database, there is no guarantee dates would not be misused anyway by the applications.
Next time, just put "Gratuitous Software Plug" in the subject line and save us all some time.
