po7Win95 and PB4

here is a simple question.

i have downloaded po7win95 and installed it. it includes a navigator and sql*plus, so the only thing i could do with it (i guess) is to build a database and query it. but i can't do any app development with it.

could any experienced oracle developer give me some hint on what else do i need? for example, will installing oracle object from www.oracle.com do it? (assuming PowerBuilder4 is installed)
