If it's a windows client, maybe the autoexec.bat has

set TZ=
environment variable set to (?) PST - 7

or, if it's a unix client they could be changing this in their .profile or .login scripts..

I'm not sure of the TZ conventions, any Unix person could help you. This is just a guess...:)
