I have encountered similar problems with no real solution, but here are a few thoughts.
1 If you kill a session, then SMON (or PMON) still has to tidy up (rollback etc). This can take time.
2 I only kill sessions which already have 'something wrong' with them and they often fail to go away entirely. It may be that some of the sessions you are killing are hung in some other way.
Either of the above may explain your problem, although they don't really help.
