OK, I have:
Used the Oracle installer to remove everything.
Deleted oracle.ini from my c:\windows directory.
Reinstalled from the CD-ROM, using setup.exe in the po7 directory.
This absolutely, positively had no effect whatsoever.
I'm still looking for ideas....
