If you want a simple databrowser, then many of the prior
references are pretty good.
However, If you want to create complex and powerful apps, using
the full power of the relational database, then use Perl5
with the DBI, the Oracle DBD and the miniserver.
The perl5 module list is posted to comp.lang.perl frequently.
