Yes. Both the OCI manual (Chapter 3) and the precompiler guide(s) describe the NUMBER datatype internal format in some detail, and give examples. For the precompilers, look at the "generic" _Programmer's Guide to the Oracle Precompilers_, and for Pro*C 2.x, the Pro*C book.
