Check the sys.dba_repcatlog on the masterdef and see what is happening to your dbms_repcat.resume_master_activity command. Make sure it's making it over to the sys.dba_repcatlog on the other master sites. If not, you probably don't have the right db links set up for repsys and repadmin. If they are, check the error field and see if there are any errors. You cannot update tables under a replicated env until the env is un-quiesed.
