It's on page 3-51 of the Oracle 7 Server SQL Language Rev. Man.(Dec, 1992) in the Number Format Models section. Use an 'S' in the format to indicate a + or - sign. Example S9999 Received on Thu Oct 12 1995 - 00:00:00 CET
