SQL*Net V2 configuration problem

Could anyone tell me what is wrong with the following messages, The platform is _SOLARIS 2.4_ with SQL*Net 2.1, database version is 7.1.

I got no problem for SQL*Net v2.0 running for AIX, and at that time I use a Forms 3.0 front end to configure SQL*Net, but now in Solaris with SQL*Net 2.1, netman is used, the configuration files(listener.ora, tnsnames.ora) seem to be similar, but I got the following errors.
