We saw this problem with 2.0 when we were not taking the listoner down explicitly when we rebooted the system. We added

                su - oracle -c "$ORACLE_HOME/bin/lsnrctl stop" to the oracle_stop script for system shutdown and once the listenor was taken down properly and then brought back up at system start, the problem went away.
