The current version of Procedure Builder is only able to debug PL/SQL residing on the client side. If you need to debug server-side PL/SQL, you have to drag it to the client side, debug it there, and then drag it back.

Direct debugging of server-side PL/SQL is scheduled for a later release, and will probably require a later version of the RDBMS.

Funny you should mention that -- Procedure Builder is available on UNIX platforms, too. It's part of the Developer/2000 bundle.
