Converting GMT to Local time

Hi:
I am looking for a good way to convert GMT to Local time. I need something that works like UNIX's localtime C call. I need to convert (also taking care of Daylight Savings time) local time *WORLD WIDE*.
I need to do this on machines other than Unix, preferable within a SQLPlus query.
If anyone has done this or has ideas, I would appreciate hearing from you. I will summarize.
