I would recomend that you go client/server for this application. 
 Oracle Reports 2.0 or 2.5 on a windows machine can do barcodes 
by just selecting a barcode font.  I got my fonts from RockBridge 
 software.  They have truetype barcode fonts for windows.  It 
took me about 5 minutes to install the fonts and about another 10 
minutes to have my first application printing barcodes.
