Mapping ODBC Isolation Level to underlying Database

ODBC has a concept of isolation level '0' that supports read of uncommited transactions. How does the underlying database support this option? What is an isolation level of 'O' if Oracle terminalogy (locks ..)? Do all if the major databases (Oracle, Sybase, Informix, Ingres) support reads of uncommited transactions through ODBC?
