If you come from a different background than Oracle*CASE (aka Designer/2000) methodology, you probably weren't aware that in Oracle's methodology, the foreign keys are implied in the 1:M (one to many) relationship between the 'parent' and 'child' entities. Some methodologies (like IDEF1X) explicitly show the migrated foreign keys, but Oracle's doesn't.

In the the Oracle 'world', these migrated keys automatically get generated when you run the Database Design Wizard. So, as the last poster said, these foreign keys don't show up until the physical model.
