The possible reason is that the PATH dosen't contain your oracle directory. Check your autoexec.bat and config.sys to make sure that PATH contains c:\orawin\bin or sth similar.

I wonder how you manage to run F45 on a 8MB RAM PC. In my case F45 simply crashed without any error message. Now I have a Pentium 90 with 32 MB RAM. It works wonderfully.
