Who did you purchase Oracle from?  

If it was directly from Oracle, then it sounds like the rep was inexperienced, and didn't check the box that says yes the customer wants hard copy docs.  

Now that you have your CSI number, see if it is Silver support, as this gives you the 800 number you're looking for to put the wait time on Oracle's phone bill.  

Get Compuserve, and use your csi to join their private support forum, GO ORASUPPORT. No hold times at all, and for non-down systems this is one of the best and fastest ways to get clarification on your issues.
