CURSORS IN STORED PROCEDURE

Is it OK to have a DECLARE section in a Oracle stored procedure ? Ex.
Create procedure try () as  

declare

    var...
begin

  .....
  declare

     var

    begin  

    end
end try

Can we open nested cursors in a procedure ?
