Me.

I am an independant Oracle Consultant working in the South of England and one of the fundemental things lacking in most of the systems I come across is a decent design due to the absence of any true analysis.

I feel if more emphasis was put on modelling the data ( and functionality ) then we would have better applications.

But then, of course, I would be out of a job ;-)
