Simplicity itself. An elementary function is one that takes the database from a consistent state and leaves it in a consistent state -- from a business point of view.

If you allow order headers to exist without line items, then order header creation is elementary and is a separate function from the creation of line items.

If you don't, then they make up a single elementary function.

Note that you can have two or three Elementary Business Functions implemented by a single screen, i.e. one screen that creates the order header and its line items (in the case where these are two functions).
