Help with Grants and access

We are trying to set up a user account that sees only a dozen tables so as not to confuse users starting out with report writing tools.  

Our problem is how to hide all the PUBLIC access stuff that seems to go along with all the accounts without redefining the access to these public tables.  

We are using Infomaker as the reporting tool.  

Any ideas on this one.  

Also, we are developing an approach to user requests for table creation abilty in the ORACLE database, this is a little nerve racking of course. Is anyone else out there dealing with this and how..?
