Yes, but you will probably need to make changes to the Makefile. WOW will work with any version of the database supporting PL/SQL tables and DBMS_OUTPUT.

The new Oracle Internet Server (soon to be announced) includes the Oracle Web Agent, which is an updated version of WOW and now an official Oracle product.
