I get support through a third party,
who faxed me a bulletin from Oracle on the problem.
I found that what was
happening in my case was that the ORASRV.COM file in the ora_rdbms:
directory was not correctly calling my instance specific
Orauser_<inst>.com file.
The sample file they give is tns_admin:orasrv_netv2_com.sample.
It says in there that you have to edit the line
that calls the orauser.com file correctly.
I had a typo in one version, and had forgotten about it in
another. I also noticed that when I used the netmanager tool
to create my listener.ora file, it did not
put ' marks around the program name.
I added these because that was how it was on this fax.
