Check out the Oracle WWW Site (http//www.oracle.com). Look under "FREE Trial Software" then "WWW Interface Kit". The kit is completely FREE.

We have used the "WOW Gateway" part of the kit for two projects. The WOW Gateway has the odd bug (what doesn't) and a few limitations, but the source code is included and the Author was very helpful. It does not require much work to remove the limitations and develop your own library of functions and procedures in PL/SQL.
