SQL*Net V2 and ODBC Problems

I am converting from SQL*Net V1 to V2 and now I get an error message 'Unable to load specified driver' when I try to establish an ODBC connection.

I am using the latest ODBC driver from Oracle (Downloaded from CIS).

Whats the trick?
