Unfortunately, packages and VIEW definitions go into the SYSTEM tablespace. The requirements for this are 60MB/instance in the SYSTEM tablespaces, not 35MB. Only repository tables, indexes, etc can be allocated to tablespaces other than SYSTEM.

Documentation is supposed to be available this month.
