It usually does have a lot to do with the db_files parameter. The max number of files in your db is min(db_files init.ora param, maxdatafiles create db clause). So, if your current db_files value happens to be smaller than the maxdatafiles clause you specified at db creation time, you don't have to recreate your control files, just edit the init.ora file. Unfortunately, you probably used the default value for maxdatafiles whis IS 30 on Unix machines...
