Sorry, this is a silly challenge. I admit that Oracle and Sybase would like us to believe that these two products are comparable, but the fact is that they are so different in focus that the choice of which product to use must be based on external considerations.

For example, if the purchaser is a large organization which is looking for a development environment in which centralized IS and departments can rapidly develop input screens and reports for an Oracle database, CDE2 makes that task extremely easy for most typical IS projects. A third party developer trying to create a system which needs minimal customization in moving between a variety of back-end databases would have to favor Powerbuilder (although there are plenty of other good contenders).
