Have you checked the setting of ORAKITPATH? Either in your CONFIG.ORA file, or as a DOS environment variable, it should point to the directory containing Oracle*Terminal resource files. I had problems with SQL*Forms V3 and SQL*Menu V5 under DOS and Windows when this variable wasn't set, and it could be that fullscreen SQL*DBA also needs it.

I wish Oracle's docs would be much more specific about these sort of details. Sigh...
