Forms 4.5 and SQL*Net

We're moving to Oracle 7 and Forms 4.5. Must each client using Forms 4.5 also have SQL*Net installed to reach the database? If so, how do you keep users from installing their own copies of third party software and run queries (or worse - updates!) against the database using the SQL*Net?
