We are having the problem!!! Support has said that this maybe Delayed Block Cleanup (?) . We aren't buying that explanation. When we examined a query it wasn't moving (ie. v$sess_io the block and Phyiscal counts were not moving at all!!). If anyone knows what the problem/solution is please e-mail me!!
