Theresa,
Gary is correct, however if that does not work you may want to check your environment variable TWO_TASK as many installations are typically setup to prevent 'remote' sqldba connections. I know this may sound confusing but, if TWO_TASK is set to some value, sqldba will assume that you are attemping a remote connection, despite the fact that you are merely performing a loopback. If Gary's suggestion does not work, type: 'unsetenv TWO_TASK' and then start sqldba again.
