You should have an environment variable pointing to ORACLE.INI

    SET CONFIG=c:\windows\oracle.ini

The ORALCLE.INI file should point to the ORACLE home directory (e.g. c:\orawin) and the NETWORK20 argument within the file should point to the c:\orawin\network directory. The "tsnames.ora" file should be i n the c:\orawin\network\admin directory. At least that's the way it looks on my PC.
