Speed up SQL*NET V2.1

We have recently installed SQL*Net V 2.1.4.1.0 on our test system. The application developers complain that it is much slower that SQL*Net V 1. Typically, in a day, the number of servers started and terminated is approximately 600. The servers highwater is 19. In the init file I have specified the following parameters:

MTS_SERVERS=5
MTS_MAX_SERVERS=40
MTS_DISPATCHERS="tcp,4"
MTS_DISPATCHERS="ipc,1"
MTS_MAX_DISPATCHERS=15

Our Oracle version is 7.1.4 and OS version is HP-UX 9.01 on an HP Series 700.

Does anyone have ideas about how to improve the performance of SQL*Net2? I would appreciate any help.
