On Compuserve in the WINNT forum, there is a file called AUTOEXNT.EXE, written by someone at Micro$oft, that allows you to create a .BAT file that will get executed as a service upon NT startup. This .BAT file then could run SQL*DBA with a start file to start the database, or there may be other command line options to start the database without using SQL*DBA.

One warning: I downloaded this file, which is supposed to be a self-extracting ZIP file, but when I ran it, NT told me the program was trashing something. I used PKUNZIP to extract the files manually and it works fine.
