You can use Dynamic SQL in 7.0.16. You need to run the script (dbmssql?) as SYS and grant execute priveledges to yourself. I have used the package to populate text boxes in Forms 4, based on user selected criteria from a list box.
There is a really good article in the March/April 1995 Oracle magazine which provides example code.
