Privileges for creating Databases

I've installed Oracle 7.1 Server on a PC running NT 3.5. I'm able to startup the Oracle server, create new users, etc. My problem is that I cannot create new databases. I have 'Administrator' privileges under NT and 'DBA' privileges within Oracle, but my attempts to create a new database always fail with an 'insufficient privileges' error message. I've looked through the on-line documentation and found that I need to give myself 'SYSOPER' and 'SYSDBA' privileges as well. These are not among the choices when assigning privileges for a new user. Can someone spoon feed me through this?

Please note that I've tried to create a new database as SYS and SYSTEM, also. It doesn't matter which account I login under. I still get the same error message.

Please help.
