This bug, and a fix, is documented in the 7.1.3.2 bughist.doc file in the ORA_RDBMS directory.
Don't know if it will work for accessing V6 databases but you can try.

This parameter allows a database link from a pre-7.0.15 release to work with release 7.1, by making the 7.1.2 server emulate release 7.0 link characteristics. Gee, I wish the Oracle help line knew about this bug so they could have told me about the workaround WHEN I NEEDED IT!
I suppose what should really worry me is that all the bugs are recorded on their Oracle database system AND THEY CAN'T FIND THEM.
