Did you run all the upgrade scripts. The follwing scipts need to be run in SQL*DBA after you have shutdown cleanly (immediate or normal) REM upgrade from 7.0.16 to 7.1.6
CONNECT INTERNAL
STARTUP RESTRICT

_at_cat70101.sql
_at_cat70102.sql
_at_cat7103.sql
_at_cat7106.sql
_at_catalog.sql
_at_catproc.sql

ALTER SYSTEM DISABLE RESTRICTED SESSION; Dave Erwin
