As SQL*NET is a protocol that is transported over an underlying network software such as DECNET...it is usually the DECNET or network software that first receives the message that a server is unavailable...then the client is informed via SQL*NET that the remote server is unavailable. I am not aware of any parameter within the RDBMS software that enables you to specify a time-out period...however...there are such parameters at the operating system level. If the time-out or re-try notification is too slow..you may be able to look there to make the adjustment.
