There is one other solution I found which works on a Sun platform with a Sun5 keyboard. Launch the xterm as follows:  

       xterm -sf

The "-sf" option makes the Sun5 function keys available. Then use xtermsun5:sun5 as your resource when launching SQL*ReportWriter.
