Help ! Starting up PO7 for windows 3.1

I am a beginner, so bear with me.
Two questions :
- I downloaded WIN32S.EXE from ORACLE WWW site. I expanded. No problem here. But when I tried to install it on windows, the program manager was asking files on DISK1 & DISK2. Anything wrong with this file? Can someone tell me where to get a right one?
- I got a 'Memory allocation error' when I tried to start up PO7. I checked help section. I saw something about OS/2. Can anybody tell me what's going on? I am using DOS and Windows 3.1 on my P.C. with a 486 processor. Where does OS/2 come into the picture?
