OPTIMIZER_MODE=CHOOSE ???

Hello out there!
In my database the parameter OPTIMIZER_MODE is set to CHOOSE. Though I have never modified this parameter this is not the default value. According to the Administrators guide the parameter can only have the values RULE or COST.
My questions:
- What does the value CHOOSE mean
- What optimizer mode is chosen when the value is CHOOSE
