We have the designer 2000 tools installed on 16MB 33MHz 486 to 90MHz Pentiumss and I have had up to 3 of the tools running at the same time as other windows applications. We are running Oracle on a server not locally.

You should not have any problem, at least one tool at a time would probably run ok in 8MB.
